USPS flat rate shipping to Canada

When I printed the label, I noticed that the recipient is in Ontario Canada. Because I was offering free shipping, I had checked the box "no international shipping." Is Canada not considered "international?" I thought Ebay would automatically exclude international buyers, since I had checked that box. When I looked up flat rate shipping fees to Canada it looked like the shipping should cost over $40. The item is only worth $48. If your package weighs 4 pounds or less, you can ship to Canada via First Class International, which includes tracking. Using 4 pounds as an example, here are the online costs: Priority Mail international med flat-rate box $40.15 Priority Mail international $32.85 First Class International $24.62
